At 7 a.m. local time, Zelensky declared martial law throughout the country and urged Ukrainians to stay calm. "We are working. The army is working. The whole sector of defense and security is working," Zelensky said in a video posted to his official Facebook page. "We are strong. We are ready for everything. President Biden condemned the attack Wednesday night, promising consequences for Russia’s actions. "President Putin has chosen a premeditated war that will bring a catastrophic loss of life and human suffering," Biden said. "Russia alone is responsible for the death and destruction this attack will bring, and the United States and its Allies and partners will respond in a united and decisive way." The president is expected to address the American people Thursday afternoon. Putin’s comments came as the United Nations Security Council was holding its second emergency meeting this week at Ukraine’s request. "Over the past few weeks, Russia has called our predictions ‘hysterical,’" said Linda Thomas-Greenfield, the U.S. It is composed of 300 water Cherenkov detectors (WCD). Each of them is a cylinder of 7.3 m in diameter and 4.5 m in height. POSTSUPERSCRIPT. They are equipped with 4 upward facing photomultiplier tubes (PMT), one 10" Hamamatsu R7081-HQE at the centre of the tank and three 8" R5912 halfway to the edges. 95%. Those two characteristics compensate the smaller instantaneous sensitivity compared to the imaging atmospheric Cherenkov technique, especially at the highest energies for which fluxes tend to be low. Around 10 TeV, the footprint on the ground produced by a gamma-ray shower is comparable to the size of the instrument. Therefore, most of the events triggering the instrument will fall outside the main array which makes the event reconstruction less accurate because of degeneracy between the core position and the energy of the shower. In order to improve the reconstruction of those events thus improving the instrument sensitivity, a sparse outrigger array of small tanks has been added around the main array.|NATO Secretary-General Jens Stoltenberg said the alliance is seeking to ensure fighting doesn’t spill into its member countries. BRUSSELS-NATO’s chief called Russia’s attack on Ukraine a "brutal act of war". Said he would convene a summit of alliance leaders Friday following an activation of alliance defense plans. He said leaders of NATO’s 30 member countries would gather virtually on Friday to discuss the way forward following Russia’s military assault. NATO partners Finland and Sweden will join the summit, as will European Union leaders, he said. Mr. Stoltenberg said NATO on Thursday activated its defense plans, a previously established set of guidelines that give military commanders additional authority to deploy forces where needed, within specified limits, and enables the alliance to move forces more quickly. Mr. Stoltenberg said the activation was designed to ensure that the conflict in Ukraine doesn’t spill into NATO countries. About one-third of NATO countries share a land border with Russia or its close ally Belarus, or face Russia across the Black Sea. 3/Constellation Observing System for Meteorology, Ionosphere and Climate (FORMOSAT-3/COSMIC), it is generally referred to in the United States simply as COSMIC. Perhaps more interesting than COSMIC's name is what it's proposing to do. Its five-year mission is to show that it doesn't take a lot of resources to provide the kind of fundamental science needed to redefine meteorology. Begin building the archive of accurate climatological data needed to improve existing climate models. This in turn will teach us a great deal about climate change. Ultimately, the observations made by COSMIC could allow us to predict hurricanes, droughts, other major natural disasters and even thunderstorms much more accurately. Next, let's take a look at the different components that make up COSMIC. COSMIC consists of a network of satellites, ground stations and data centers. Each satellite weighs around 110 pounds (70 kilograms) and measures about 46 inches (116 centimeters) wide and 7 inches (18 centimeters) high, and each one carries the same set of three instruments on board.

Russia-Ukraine Bonnie, a Brindle Great Dane, with Sparkle, a Chihuahua mix. The relationship between people and dogs goes back at least 15,000 years, making dogs potentially the first animal to be domesticated. In that time, dogs have played many roles and performed many jobs for their human companions. Dogs come in a startling variety of shapes and sizes, but from the giant and noble Great Dane to the tiny and tenacious Chihuahua, they are all one species with one basic history. In this article, we'll explore where dogs came from and why they look and act the way they do. We'll also learn what recent genetic work has to tell us about our dogs. Talk about how to find the right dog for you. Canids are part of a larger group called Carnivora, which also includes bears, cats and seals. Fossils show us that Canidae split off from the common ancestors of Carnivora about 40 million years ago. From about 15 million years ago, we can subdivide Canidae into three subgroups: fox-like animals, wolf-like animals and South American canids, such as the maned wolf and crab-eating fox. By comparison, jackhammers (sometimes called pneumatic drills or demolition hammers) make quick work of even really hard surfaces like highways, patios and rock walls. That doesn't mean jackhammers are easy to use. They tend to be unwieldy, with some weighing nearly 100 pounds (45 kilograms), meaning that safe operation requires a user with some muscle. In spite of the challenges of using jackhammers, these tools really are necessary for all sorts of major projects. And even though they perform a straightforward and brutal task, modern jackhammers are thoroughly evolved and refined machines with a long history. Keep reading and you'll see just how jackhammers came to be. Machines and power tools of all kinds made labor easier and less physically taxing. But men working in mines and quarries still had to work with pickaxes and shovels, cussing their way through the day. Brawn just wasn't enough for these exhausting jobs. What these laborers really needed was a more powerful way to break through rock to reveal minerals or release stones for construction. Even when crude oil prices are stable, gas prices will change if something disrupts the supply. Easy enough to understand, right? But why are prices sometimes radically different in the same neighborhood or even on the same street? For one thing, the retail price of gasoline is often higher in some states than others. State gasoline taxes are one reason for the price difference. In addition, gas is usually more expensive farther from the source. That's why gas prices along the Gulf Coast are cheaper than gas prices in, say, Idaho. That's because the Gulf Coast is the source of about 26 percent of the gasoline produced in the United States. Gas prices are also more expensive in areas that have fewer gas stations. Even gas stations that are in the same neighborhood, or on the same road, can have radically different prices because traffic patterns might be different. What's a motorist to do?

Putin decides to follow. The Russians have learned a lot. It depends on what you mean by 'withstand,'" said Tor Bukkvoll, a senior researcher at the Norwegian Defense Research Establishment, a government-funded think tank, when asked how long Ukrainian forces could hold out against a Russian invasion. "If you mean repel, then probably very little or not at all. 2014 was so horrible that it does not take too much to improve quite a bit," Bukkvoll said. "I think their strong sides are combat experience, morale, and some modernization of weaponry, including from abroad. Open-source reporting, including satellite imagery, shows that Russia is deploying equipment and weaponry that would allow for an overwhelming onslaught if the order were given. For example, unconfirmed reports have documented trench-digging trucks seen on rail cars heading in the direction of the Ukrainian border, and Buk M-1 antiaircraft missile systems have also been spotted. While the Rand report hypothesized a theoretical Russian advance to the east bank of the Dnieper River near Dnipro in a matter of days, other reports have suggested a Russian invasion would be so overwhelming that the capital, Kyiv, would be overrun in a matter of hours if Russia set that as an objective. Konrad Muzyka, a Polish defense analyst, told RFE/RL's Russian Service. Does Ukraine have military capabilities to stop a full invasion? I don't think so," Muzyka said. "There are only a few countries in the world that could stop the onslaught of the Russian Army. In case of invasion, Ukraine will need to mobilize as many reservists as possible so that it does not become an easy walk for Russia. In that case, it will be a long and bloody conflict. You have the power. And with a little diligence, you can design a Facebook experience perfectly in line with the way you want to use the site. It starts with input. If you don't want personal information available to Facebook, don't give it up. You don't even have to provide a photo: Your name, gender and date of birth are all that's required to sign up, and the latter two can even be hidden, if you'd prefer. What happens with your Facebook profile is entirely up to you, if you're willing to explore your security options and settings. Yes, those photos from last Saturday may be pretty embarrassing, but it's simple to untag yourself from them -- or even set your privacy settings so that you never get tagged at all. By digging into your privacy and notification settings, as well as your lists, you can make sure nobody ever sees anything you don't want them to see, and that you're notified the second anybody else says anything about you.|Amid heightened fighting in eastern Ukraine this week, with separatist rebels gaining control of several checkpoints along the Russian border as well as various military bases in Luhansk, few observers are forecasting a peaceful resolution to the conflict anytime soon. Yet even as President Obama and Putin trade warnings alongside D-Day anniversary commemorations, the terms of an eventual agreement are not difficult to imagine. The parties to such an agreement-Ukraine, Russia, the United States, Germany and France-should begin by recognizing the brutal realities that confront Ukraine. For the twenty-two years since it became an independent, sovereign state in the aftermath of the collapse of the Soviet Union, Ukraine has been a flailing, almost failing state. Having begun with a per-capita income equal to that of Belarus (no garden spot), today, Ukraine’s per-capita income has fallen to about half that of Belarus. Most of the territory that is now Ukraine was part of Russia for most of the past millennium, and will remain so in the mind of Putin and his associates for the remainder of their lives. The other major challenge was the development of "cool" atmosphere models characterised by strong molecular absorptions and, for the coolest objects, by condensation processes (see Allard et al (1997) and references therein). As brown dwarf observations deliver data with increasing accuracy and level of details, modellers need to increase the sophistication of the theory, requiring new physical ingredients and processes to face the reality of observations. This paper, far from being a comprehensive review of the physics of brown dwarfs, will focus on some recent developments and novelties which I find exciting as they reflect a thriving and innovative field. This choice will hopefully provide guidance and motivate future generation of students and young researcher to work on the theory of brown dwarfs. The paper is organised as follows. I will first discuss current developments in atmosphere. Inner structure modelling respectively. I will then discuss young brown dwarfs. Current ideas regarding their very early evolution.
